Disposal of Crown Lands.
I presume that consideration has been given to the danger of leases being subsequently obtained by speculators who acquire them not with the object of developing the land, but with the sole idea of passing on the lease to someone else at a profit. This would, of course, destroy the whole object of the proposal put forward in your telegram No. 529. I should be glad to be informed in due course what steps, if any, it has been possible to take to guard against the above danger.
